Buying in West Kelowna: the 2026 guide

The taxes, rules and local quirks that change what a Westside home really costs you, and a due-diligence list built for this side of the lake. Updated for the rules in force in September 2026.

First: which side of the line?

Before anything else, find out whether a property is in the City of West Kelowna (freehold, registered at the BC Land Title Office) or on Westbank First Nation lands (usually leasehold, registered in the WFN Lands Registry), or outside both in the Regional District's electoral area along Westside Road. That one fact changes your transfer tax, property tax, speculation tax, rental rules and financing. The City notes that if an address returns "no results" on its WestMap zoning map, it may be on WFN land. The leasehold chapter covers WFN purchases in detail; the rest of this guide assumes freehold unless it says otherwise.

BC property transfer tax

Paid when your transfer is registered at the Land Title Office (BC government):

Exemptions that matter

  • First-time home buyers: no tax on the first $500,000 if the fair market value is $835,000 or less, with a partial exemption up to $860,000. You must be a Canadian citizen or permanent resident, have lived in BC for 12 months (or filed two BC returns in the last six years), never have owned a principal residence anywhere, buy a property of 0.5 hectares or less, and move in within 92 days (details).
  • Newly built homes: full exemption up to $1,100,000, phasing out to $1,150,000, for a citizen or permanent resident buying a principal residence on 0.5 hectares or less (details).
  • WFN leaseholds: generally not subject to BC transfer tax because they aren't registered at the Land Title Office. Confirm with your lawyer.

Foreign buyers

BC's additional 20% property transfer tax for foreign entities and taxable trustees applies in the Regional District of Central Okanagan, which includes West Kelowna (BC government). A separate federal ban on residential purchases by many non-Canadians has been in place; confirm its current status and exceptions with a lawyer before you make any plans.

GST on new homes

New homes (including substantially renovated ones) carry 5% GST. Federal rebates for new homes, including a first-time buyer rebate introduced in 2025, may reduce it. Eligibility rules are detailed and change, so confirm on canada.ca and with your lawyer, and check whether a builder's price includes GST.

Speculation and Vacancy Tax

The City of West Kelowna is a taxable area; WFN reserve and self-governing lands are excluded (BC taxable areas).

Every owner of residential property in a taxable area must file a declaration by March 31 each year, even if exempt, and any tax is due on the first business day of July. A home that's your principal residence is generally exempt. A second home here that sits empty most of the year may not be.

Short-term rentals

This is the most misunderstood rule on the Westside, because the provincial and City rules point in different directions.

  • Province: as of June 1, 2026, West Kelowna is on BC's list of municipalities exempt from the provincial principal residence requirement (BC, updated September 2026). All hosts must still register with the provincial short-term rental registry (required since May 1, 2025) for stays under 90 days.
  • City: West Kelowna's bylaw still defines a short-term rental as part of a principal residence rented for less than 30 days. An STR licence is available on parcels with two dwellings (a house plus a suite or carriage house), and an STR (bed and breakfast) licence on parcels with a single-family house. Fees are a $250 one-time application plus $500 a year. You'll need a parking plan, fire safety plan, good neighbour agreement and, for strata, strata authorization. Applications are accepted in person by the owner or operator only (City business licences).
  • Resort zones: apartments and townhouses in zones C5, C6, CD2 and CD7 can hold a Resort Zone STR licence ($60 a year) and aren't subject to the newer STR regulations.
  • WFN lands have their own business licensing; check WFN's rules and your strata bylaws.

Bottom line: the provincial exemption doesn't make whole-home vacation rentals legal across West Kelowna. Unless a property is in a resort zone, plan on the City's principal-residence model, and confirm with the City before you buy for rental income.

Suites, infill and incentives

  • Grow a Suite grant: 25% of construction costs up to $7,500, plus a building permit fee waiver of $150 to $500, to add a suite to a home built in 2024 or earlier. The owner must declare it won't be used as a short-term rental for three years. Runs January 1, 2026 to December 31, 2027 or until funds run out (City).
  • Infill zoning: amendments under the City's Infill Housing Strategy got third reading on June 23, 2026.
  • Housing Design Catalogue: West Kelowna became one of 30 CMHC Local Partners in July 2026, with five pre-reviewed home designs.
  • Affordable Housing Grant Pilot: $1.2 million approved August 25, 2026, for the Westbank and Boucherie urban centres.

Water: know your system

West Kelowna has two City treatment plants and several private systems (City water systems):

  • Powers Creek WTP (about 4,700 connections): Gellatly, Glenrosa, Smith Creek, Westbank.
  • Rose Valley WTP (about 7,300 connections): Boucherie Centre, Lakeview Heights, Pritchard, Shannon Lake, South Boucherie/Sunnyside, Rose Valley, the business park and West Kelowna Estates. A new Rose Valley parcel tax of $171.89 a year applies from 2026 unless the owner prepaid; the 2026 quarterly residential flat water rate is $179.44.
  • Private systems, not City-treated: Bear Creek, Casa Loma, Raymer/Westside Road, Upper Glenrosa and Whitworth. Ask who runs it, how it's treated, what it costs and its advisory history.
  • WFN IR 9 and IR 10: WFN systems drawing from Okanagan Lake, chlorinated; sewer treated through RDCO.

Watering restrictions are part of Okanagan life. Stage 3 has applied in the City since July 13, 2026.

Property taxes

City property tax notices go out in late May and payment is due the first business day of July (July 2 in 2026). You claim the Home Owner Grant through the Province (City property taxes). On WFN lands you pay WFN and claim the grant from WFN.

If you might sell within two years

BC's home flipping tax applies to profit on residential property sold within 730 days of purchase: 20% if sold within 365 days, declining to zero at 730 days, with a return due within 90 days of the sale. Exemptions exist for life events. The Province says it doesn't apply to the sale of a leasehold interest; confirm how that applies to WFN prepaid leases with a lawyer (BC government).

West Kelowna due-diligence checklist

  1. City freehold, WFN leasehold or RDCO? Check title and registry.
  2. Which water system? Any advisories? Parcel tax?
  3. Insurance quote on the specific address, before subjects come off (see chapter 08).
  4. FireSmart condition of the lot; distance to forest and grassland.
  5. Home inspection; on hillsides, retaining walls, drainage and slope.
  6. SD23 catchment school for the address.
  7. Strata documents: minutes, depreciation report, insurance, rental and pet bylaws.
  8. Suite legality and permits if you're counting on rental income.
  9. Commute test at your real departure time.
  10. Zoning and what can be built next door, especially near the urban centres.
